Who do you think is the most evil character in Game of Thrones?
Includes characters that are still alive, as well as deceased ones.

Ramsay Snow. No competition.

Ramsay for just pure cruelty for sure. He's such a Complete Monster though that it verges on cartoonish, I think he's way less interesting than other villains because he's just TOO over the top.
Other than that... Tywin for most intelligent scheming that causes the most destruction. Cersei for selfishness. Walder Frey for petty horribleness.

I don't know, I think Littlefinger might give him a run for his money in that category. I mean, it was Littlefinger's plotting that technically kicked off the entire clusterfuck when he persuaded Lysa Arryn to kill her husband. If nothing else, I think he's definitely the master of the long con.

I'm going to say Littlefinger. He's betrayed people, engineered deaths, placed people in dangerous positions in the guise of protecting them, and you never can tell whose side he's on.
